Resolution to Oppose the Petition to Change the Form of
Government in Arlington
WHEREAS, there is a group of organizations circulating a
petition to change Arlington’s form of government from the
County Manager Plan, in place in Arlington since 1930, to the
County Board form; and
WHEREAS, the County Board form would require that local
elections be held in districts, instead of county-wide as under
the County Manager Plan form of government, reducing
significantly the number of directly-elected county officials who
are accountable to each Arlington resident; and
WHEREAS, Arlington, having adopted the County Manager
Plan form of government has specific authority under the
Virginia Code to pass laws specific to Arlington, but this
authority would be lost if Arlington changes to the County Board
form of government; and
WHEREAS, the right to establish a human rights ordinance
prohibiting discrimination more broadly than is prohibited in
state law, including Arlington’s prohibition of discrimination on
the basis of sexual orientation would be lost under the County
Board form of government;
THEREFORE BE IT RESOLVED that Arlington Gay and
Lesbian Alliance opposes the petition and any resulting
referendum to adopt a County Board form of government in
Arlington, and that Arlington Gay and Lesbian Alliance
encourages Arlingtonians to not sign said petition, and to vote
against the referendum should it qualify.
